SIERRA LEONE FISHING AGREEMENT WITH EEC AND IOTC MEMBERSHIP

SIERRA LEONE’S FISHING AGREEMENT WITH EUROPEAN ECONOMIC COMMUNITY (EEC)  

The Republic of Sierra Leone and the European Economic Community (EEC) have recently entered into an agreement establishing the principles and rules which will in the future govern the fishing activities of vessels flying the flag of Member States of the EEC in waters over which Sierra Leone has sovereignty or jurisdiction in respect of fisheries. Sierra Leone will permit fishing by EEC vessels in Sierra Leone’s fishing zone in accordance with the Agreement and the laws and regulations in force in Sierra Leone relating to fisheries.

The export of fish caught in Sierra Leone waters will help to satisfy the growing demand for fish products in European markets. The immediate benefit to Sierra Leone flagged fishing vessels of this Agreement will be to open up new opportunities of trade in these ports of call. Sierra Leone flagged vessels will enjoy an economic advantage realized through reduced cost of port dues and their cargoes in comparison to non-Sierra Leone flagged vessels that will have pay fees on their catches based on gross tonnage of fish caught. It is expected that many owners of fishing vessels will find re-flagging their vessels to Sierra Leone flag a serious consideration to garner the advantages created by the Agreement between Sierra Leone and the EEC.

SIERRA LEONE’S NEW MEMBERSHP IOTC AND ICCAT

In related news, Sierra Leone is a member of Indian Ocean Tuna Commission (IOTC) and member of  the International Commission for the Conservation of Atlantic Tuna (ICCAT) organizations. These organizations are dedicated to the management and conservation of tuna in the world’s oceans. As a nation with abundant fishing resources off its coast and which serve as an important food source for its population, Sierra Leone has an inherent interested in promoting the prudent management and sustainable development fisheries. As a member of these organizations, Sierra Leone hopes to send a clear signal that it is committed to a responsible policy for using and preserving global resources. 

 

 

 
ABS ISO 9001:2008 CERTIFICATION- DEC 2008

Sierra Leone International Ship Registry (SLISR) has achieved the coveted industry ISO 9001:2008 accreditation of its quality management system in ship registration. An audit was conducted by ABS Quality Evaluations as a requisite step to the evaluation process leading to certification. SLISR received the Certificate of Conformance which signifies compliance with the requirements set forth by ISO 9001:2008.

ABS ISO 9001 certification indicates that SLISR is applying formalized business processes and has met established ISO standards that include a set of procedures that cover all key business processes, monitoring processes to ensure they are effective, keeping adequate records, taking corrective action for defects, reviewing processes for effectiveness and facilitating continual improvement. SLISR sought ISO certification because it is a way to fulfill the need for customer satisfaction through consistent services which meet customer
expectations. This certification is an example of SLISR’s commitment to quality and its continued pursuit of excellence in its ship registry activities.

SLISR has been performing ship registration on behalf of the government of Sierra Leone from its offices in New Orleans for 3 1/2 years. Sierra Leone currently has almost 800 vessels under its registry and that number is expected to continue to expand. The types of vessels in the registry include tankers, bulk carriers, general cargo ships, fishing vessels and yachts. The registry places no restrictions on vessel size or crew nationality and offers flexible registrations including normal, special and bare boat charter in and out. Registration fees are extremely competitive and SLISR prides itself on efficient and prompt service to ship owners. The office

ImageSIERRA LEONE INTERNATIONAL SHIP REGISTRY VISITS UAE MARITIME AUTHORITIES FOR OPEN REGISTRY PROMOTION and USE OF HOLOGRAFIC IMAGE

As part of its continuous efforts to improve the quality of ships under its flag and also to provide the best services to its users , Sierra Leone has embarked upon goodwill campaign covering the key maritime zones of the world.

Identifying Middle East and specially United Arab Emirates as key region for the growth of the flag, a high level delegation, consisting of Mr. Philip Lukuley of Sierra Leone Maritime Administration and Mr. Val Bozenovici of Sierra Leone International Ship Registry and Mr. Julian Padilla , Principal Advisor visited the United Arab Emirates between 23-26 September 2005. They met the principals officials of the Ministry of Communications and the important ports like Abu Dhabi, Dubai, Sharjah, including Mr. Salem Ali Al Zaabi , UAE Ministry of Communications , Asst. Undersecretary Land & Marine Affairs and harbour masters.

The Sierra Leone team conveyed the good wishes of the Sierra Leone Government and had lengthy deliberations about issues related to safety and environmental protection, port state control, fraudulent registration and security measures adopted by Sierra Leone flag. Both of the parties agreed to cooperate closely in there matters. The UAE team assured their support to the Sierra Leone flag administration in its growth.

Mr. Philip Lukuley – Sierra Leone Maritime Administration Executive Director termed the mission as a huge success and conveyed his heart felt thanks to the UAE Administration. He said the Sierra Leone International Ship Registry will earnestly pursue such endeavors and stated that this proves Sierra Leone is a serious registry contrary to what some of the competitors like to portray.

The registry also announced its new security measures to enhance the quality of the registry. In the new system all certificates and seafarer documents issued by the registry through its regional officers would carry tamper proof Holograms. All the holograms are accounted for in the database of the registry and any other registry, PSC or other shipping control authorities can easily verify the authenticity of Sierra Leone certificates through this method. These holograms are patented and protected under copyright act.
