LONG RANGE IDENTIFICATION & TRACKING (LRIT) The SOLAS V/19-1 Long Range Identification Tracking (LRIT) entered into force on the 1st of January 2008 and its’ initial compliance date is the 31st of December 2008, which mandates the implementation of long range identification and tracking system. Ships will need to be fitted with a Satellite communication system. Such system and equipment used by the ships must meet the performance standard and functional requirements according to MSC1 Circ 1257. Both the ship system and equipment must automatically report the identity of the ship (IMO number), the position of the ship, and date & time of the position. Presently, the minimum position report is one position report per every 6 hours. However, the report can be increased by one position report every 15 minutes. SHIPBORNE EQUIPMENT REQUIREMENTS: In addition to the general requirements contained in resolution A.694(17) in the Recommendations on general requirements sections, for ship borne radio equipment forming part of the global maritime distress and safety system (GMDSS) and for electronic navigational aids, the ship borne equipment should comply with the following minimum requirements: · Be capable of automatically, without human intervention, transmitting the ships LRIT information at 6-hour intervals to an LRIT Data Center, unless the LRIT Data User requesting the provision of LRIT information specifies a more frequent transmission interval. · Be capable of being configured remotely to transmit LRIT information at variable intervals · Be capable of transmitting LRIT information following receipt of polling commands · Interface directly to the ship borne global navigation satellite system equipment or have internal positioning capability · Be supplied with energy from the main and emergency source of electrical power · Be tested for electromagnetic compatibility taking into account the recommendations developed by the Sierra Leone Administration. · The ship borne equipment should transmit the LRIT information using a communication system which provides coverage in all areas where the ship is operable. · When a ship is undergoing repairs, modifications, or conversions in dry-dock or in port or is laid up for a long period, the master or the Administration may reduce the frequency of the transmission LRIT information to one transmission every 24-hour period, or may temporarily stop the transmission of such information.
COMPLIANCE REQUIREMENTS: Applies to all SOLAS vessel ships on international voyages: · Passenger ships, including high –speed passenger craft carrying more than 12 passengers. · Cargo ships including high speed craft of 300 gross tonnage and upwards · Self propeller Mobile offshore drilling units (MODUs) The only exception to those requirements is for those ships operating only in a GMDSS Area A1 and is fitted with automatic identification system (A.I.S).Exclude Warships, fishing, yacht and none propelled ships.
CERTIFICATION: · For those ships constructed after 31st December 2008 must be fitted with LRIT equipment · For those ships constructed before 31st December 2008 and certified for operation GMDSS areas A1 and A2. GMDSS areas A1 and A2 and A3 Must be fitted with LRIT equipment not later than the first survey of the radio installation after 31 December · GMDSS area A4 must be fitted with LRIT equipment no later than the first radio survey after 1st July 2009

Web: www.kemilink.com The recognized ASP’s hereby have full authority to undertake ship-borne equipment testing and issue the related Conformance Test report on behalf of the Government of Sierra Leone. The fees for testing equipment should be paid by the owner directly to ASP. Transfer of flag When a ship is transferred to the flag of another Contracting Government, the Conformance test report should be considered as remaining valid if the ASP which conducted the conformance test is also either a recognized ASP or an authorized testing ASP by the Contracting Government to whose flag the ship is transferredIn such cases the ASP concerned should reissue the Conformance test report on behalf of the Administration concerned henceforth indicating the new particulars of the ship but without altering the date of completion of the conformance test. In cases where the Conformance test report is deemed to be no longer valid, due to the transfer of the flag to another Contracting Government, a new conformance test should be conducted, prior to the issue of a certificate, by either a recognized ASP or an authorized testing ASP acting on behalf of the Administration concerned. |
