 LONG RANGE IDENTIFICATION & TRACKING (LRIT)

The SOLAS V/19-1 Long Range Identification Tracking (LRIT) entered into force on the 1st of January 2008 and its’ initial compliance date is the 31st of December 2008, which mandates the implementation of long range identification and tracking system. Ships will need to be fitted with a Satellite communication system. Such system and equipment used by the ships must meet the performance standard and functional requirements according to MSC1 Circ 1257. Both the ship system and equipment must automatically report the identity of the ship (IMO number), the position of the ship, and date & time of the position. Presently, the minimum position report is one position report per every 6 hours.  However, the report can be increased by one position report every 15 minutes.

 

 SHIPBORNE EQUIPMENT REQUIREMENTS:

In addition to the general requirements contained in resolution A.694(17) in the Recommendations on general requirements sections, for ship borne radio equipment forming part of the global maritime distress and safety system (GMDSS) and for electronic navigational aids, the ship borne equipment should comply with the following minimum requirements:

·                                 Be capable of automatically, without human intervention, transmitting the
              ships LRIT information at 6-hour intervals to an LRIT Data Center, unless the
              LRIT Data User requesting the provision of LRIT information specifies a more
              frequent transmission interval. 

·                                Be capable of being configured remotely to transmit LRIT information at
              variable intervals
·                                 Be capable of transmitting LRIT information following receipt of polling
              commands
·                                 Interface directly to the ship borne global navigation satellite system
             
equipment or have internal positioning capability
·                                 Be supplied with energy from the main and emergency source of electrical
              power
·                                 Be tested for electromagnetic compatibility taking into account the
              recommendations developed by the Sierra Leone Administration.

·                                 The ship borne equipment should transmit the LRIT information using a
              communication system which provides coverage in all areas where the ship
              is operable.

·                                 When a ship is undergoing repairs, modifications, or conversions in dry-dock or in port or is laid
               up for a long period, the master or the Administration may reduce the frequency of the
               transmission LRIT information to one transmission every 24-hour period, or may temporarily
              
stop the transmission of such information.

COMPLIANCE REQUIREMENTS:

Applies to all SOLAS vessel ships on international voyages:

·                                  Passenger ships, including high –speed passenger craft carrying more than
               12 passengers.

·                                 Cargo ships including high speed craft of 300 gross tonnage and
              
upwards
·                                 Self propeller Mobile offshore drilling units (MODUs) The only exception to
              those requirements is for those ships operating only in a GMDSS Area A1 and
              is fitted with automatic identification system (A.I.S).Exclude Warships, fishing,
              yacht and none propelled ships.

 CERTIFICATION: 

·                                   For those ships constructed after 31st December 2008 must be fitted with
                LRIT equipment

·                                  For those ships constructed before 31st December 2008 and certified for
               operation GMDSS areas A1 and A2.  GMDSS areas A1 and A2 and A3 Must
               be fitted with LRIT equipment not later than the first survey of the radio
               installation after 31 December 

·                                  GMDSS area A4 must be fitted with LRIT equipment no later than the first
               radio survey after 1st July 2009

The recognized ASP’s hereby have full authority to undertake ship-borne equipment testing and issue the related Conformance Test report on behalf of the Government of Sierra Leone.  The fees for testing equipment should be paid by the owner directly to ASP.   

Transfer of flag 

When a ship is transferred to the flag of another Contracting Government, the Conformance test report should be considered as remaining valid if the ASP which conducted the conformance test is also either a recognized ASP or an authorized testing ASP by the Contracting Government to whose flag the ship is transferredIn such cases the ASP concerned should reissue the Conformance test report on behalf of the Administration concerned henceforth indicating the new particulars of the ship but without altering the date of completion of the conformance test.  In cases where the Conformance test report is deemed to be no longer valid, due to the transfer of the flag to another Contracting Government, a new conformance test should be conducted, prior to the issue of a certificate, by either a recognized ASP or an authorized testing ASP acting on behalf of the Administration concerned.  

 
BUNKER CONVENTION

INTERNATIONAL CONVENTION ON CIVIL LIABILITY

FOR BUNKER OIL POLLUTION 2001

 

The International Convention on Civil Liability for Bunker Oil Pollution 2001 (The Bunker Convention) has now been rectified by State party, Sierra Leone being one of them.  Convention will enter into force on the 21st of November 2008.

All ships over 1000 gross tonnage, of any type and registered in a State party flag or registered in non state party entering into the territorial seas or exclusive economic zone of any state party shall be required to maintain insurance or other financial security to cover the liability of the registered owner for pollution damage which meets the requirements of the Convention and to obtain a certificate issued by State party attesting that such insurance is in force.  This Bunker certificate must be carried on board at all times.

 We are pleased to assist you with this Bunker Convention Certificate.  Sierra Leone as state party can issue bunker convention certificate BCC for ships over 1000 GRT under Sierra Leone or under any other non state party.

 

Definitions:

 

Non State Party:

Are the countries which have not ratified the bunker convention.  For ships registered in non state parties bunker convention certificates may be issued by the appropriate authority of any state party. 

State Party:

Are the countries which have ratified the Bunker convention and the only ones who can issue bunker convention certificate for their own ships and ships that belong to non state parties.Requirements for issuance of Bunker Convention certificate for ship under our flag·        

*   Original Blue card issued for this particular Bunker Conventions which Liability  Insurance or financial security that cover the liability of the registered owner for pollution damage in a amount no to exceed the one calculated in accordance with the Convention on limitation of liability for maritime claims 1976·        

*   Payment for cost of issuance of Bunker certificate to this Administration.

Since Sierra Leone is a State party we can issue Bunker Convention certificate for ship under a non state party. We will required in addition to above requirements the following·        

*   Certificate of registry for those ships that belongs to another flag other than Sierra Leone. 

Blue card:

It is a certificate furnished as evidence of insurance Pursuant to the Article VII of the International Convention on Civil Liability for Bunker Oil Pollution Damage 2001.  This Liability Insurance or financial security cover the liability of the registered owner for pollution damage in an amount no to exceed the one calculated in accordance with the Convention on limitation of liability for maritime claims 1976. 

Blue card can be send in electronic format directly by the P& I insurance company to this office SLISR. 

BCC is valid for the validity of blue card only.In event of withdrawal of insurance coverage, the BCC is automatically invalid.  

 
BAREBOAT CHARTER

Bareboat Charter Out
Duration is 5 years

Documents required:

·                                 Copy of Application form duly completed and signed

·                                 Copy of the Bareboat Charter agreement, duly notarized by a notary public.

·                                 Copy of certificate of incorporation if applicant is a company, or copy of
              passport if applicant is an individual

·                                 Owner should give a declaration about the flag he is going to register as
              second flag

·                                 Previous tonnage and registration certificates if possible

·                                 Previous CSR, if applicable

·                                 RAA letter and survey RO letter (bill of sale is not required)

·                                 Registration fees will include first and second annual, while registration is
              suspended due to ship's navigation under a second flag.

(statutory certificates nor Certificates of endorsement for crew COE are needed)

STCW & SEAFARERS
CERTIFICATE OF ENDORSEMENT

- INFORMATION -

  • A certificate of endorsement COE shall be issued to all officers on board of Sierra Leone ships. 

Ø Minimum crew to be on board should be according to the MINIMUN SAFE MANNING REQUIREMENTS CERTIFICATION TABLE

Ø The vessel can have more than the Minimum Safe Manning Requirement, however all crew on board must hold Certificate of Endorsement

Ø COE are not mandatory for Yacht and non- propelled ships. However, copy of certificates of competence for officers on board for these two mentioned ships must be send to the Administration

Ø COE is applicable to Fishing Vessel, according STCW-F 95 (International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995)

 Ø For Officers COE is mandatory; for Watchkeeping is optional however proper qualified certificate must be submitted and send copy to MR.  Ratings do not need COE.

Ø Master, officers and ratings on board Tankers, Ro-Ro Passenger and Passenger Vessels shall hold Special Training Certificates Ø Every ship shall carry 1 GMDSS when is exclusive acting as general operator or should have 2 GMDSS if acting also as officers. On area A1 ships shall hold at least a Restricted Operator’s Certificate (ROC). On ships operating in Area A1/A2, A1/A2/A3, and A1/A2/A3/A4 shall hold a GMDSS General Operator’s Certificate (GOC)

Ø SHIP SECURITY OFFICE (2006 Amendments to the STCW Convention, which were adopted by Resolutions MSC. 203(81) and MSC.209 (81).  All vessel 500 GT or greater operating on international voyages, should have on board a Person holding the Ship Security Officer certificate, the person should be designated by the Company as responsible for the security of the ship. The endorsement for SSO Certificate still is not requirement by STCW however some PSC are asking for endorsement of SSO, and find this as a deficiency to the ship. We encourage our client to request endorsement of SSO to avoid any problems for the ship especially for those ships navigating in Paris and Tokyo MOU areas.

·         Copy of Certificate of Competence (COC) for Officers and Copy of Certificates for Watch keeping. (Only issued by State Party Members of the STCW Convention are accepted.

·         Medical Fitness Certificate (Issued not earlier than 18 months) – International form or SL Form - must be kept on board·         Copy of Seaman Book or CDC

·         Basic Safety Training Certificates – Personal survival techniques, Fire prevention and fire fighting, Elementary first aid, and Personal safety and social responsibilities.

·         Special Training Certificates: for Tankers, Ro-Ro passenger and Passenger vessel.Tankers: Tanker Familiarization.Ro-Ro Passenger and Passenger Vessel: Familiarization Training, Crowd Management, Crisis management and human behaviors, and Passenger safety, cargo safety and hull integrity;

·         Copy of Ship Security Officer Certificate – For all vessel 500 GRT or greater operating on international voyage

v       Processing Certificate of Licenses/Rating/Endorsement (PROV COE) – 03 months.

v      Certificate of Endorsement (FT COE): Validity date of COE is the same as the validity of the COC

REMARK:*The Engineer Officer may be dispensed if the vessel is certified for UMS·          On Tankers of 1000 GT and over, an extra Engine Rating is required.

 

NOTES:·         TRADING AREA:

Ø       COASTAL TRADING AREA:Near Coastal Area in Sierra Leone: Near Coastal area is within 200 nautical miles from a safe haven in Sierra Leone.Near Coastal Area for other countries: For vessels regularly engaged in near coastal voyages off the coast of another State, the near coastal area shall not exceed 200 nautical miles from a safe haven in that state or the limits prescribed by the Government of  the State off whose coast the vessel is engaged, whichever is lesser.

Ø       RESTRICTED TRADING AREA means an International Voyage in accordance with SOLAS 74, Chap. III/3.22:Short international voyage which the distance between the port of departure and port of destination nor shall exceed 600 nauti   cal miles.

Ø       INTERNATIONAL VOYAGEUnrestricted international voyages.          

 SPECIAL TRAINING CERTIFICATES : Master, officers and ratings on board Tankers, Ro-Ro Passenger and Passenger Vessels shall hold Special Training Certificates

          SSO (Ship Security Officer) - ALL VESSEL 500 GT or greater operating on international voyages, should have on board a

        Person holding the Ship Security Officer Certificate.
